Procurve 5406 BootRom doesn't update

Hello

we have updatet to the K13.63 Firmware, but the Boot-Rom doesn't change.
On the Switch is no configuration, only the IP-Adress. The switch is new out of the box.

Can anyone help ?

Try booting into seconday. I think that works..
