I know what you are saying, and these machines are not in our domain, however I have never seen that cause this kind of delay. I RDP from my home computer and it authenticates me in less than a second.
Remoting to the vlan 1 computers is also fast, but the extra hop to another vlan slows it down significantly.
Can vlan routing work with layer 3 routing, or do i need to explicitly turn off ip routing for the vlan routing to work?

If you can ping it, it's fine. There's nothing at Layer3 that's going to give you a 30second delay on one application.
