Transeiver not linking after reboot

I have an hp 5400zl where the transceiver in port c21 of my J9536A card  is not linking after a soft or hard reboot.  I have to reinsert the transeiver then the link comes on.    If the unit reboots  again  the link does not come back on until I re-insert.

 

I have a j8605a card in this unit and I do not have this issue.
