Transfer HP-2910 config to anoher switch won't enable routing

Dear HP fellows,

We have a HP-2910 with 4 VLANs configure on it, and are trying to copy its configuration to another HP-2910 switch.

We have downloaded the .pcc file from the main HP-2910 using its url (configuration > upload/downlaod) and have uploaded that .pcc file to the other HP-2910,  checked and all the vlans have been copied across, however the routing is working, after the copy is completed the machines cant' communicate to one another like they do on the orginal switch.

I would have though that the upload/download config process will also enable routing on the secondary switch?

Are we missing something here?
