Unable to connect SSH maximum number of sessions active Aruba 5412r zl2

Aruba 5412r zl2 VSF pair of switches using OOBM-MAD for split brain detection.

The SSH server is listening on both data ports and OOBM, when I try to connect to the IP address assigned to OOBM the SSH server responds with the following:

"Sorry the maximum number of sessions are active"

However when I connect via the data plane using SSH I'm able to get into the switch.

Any ideas?
