What is kvstore

I'm occasionally having issues with CLDB where it mentions kvstore in the log files, saying things like "CLDB is waiting for local kvstore to become master." What's the local kvstore? How can I encourage it to become master?

(I'm sorry but the old community archive that google searches points to appears to have been wiped and leads here instead)
