Is it possible to reset usage data under Costing >> Usage?

The “Usage Retainment” setting in Administration → Settings will remove usage data older than the retainment days if set, so you could set this to 1 for a day (clean will happen nightly at 12am GMT) then remove or increase the setting, essentially resetting usage data.

Note Usage Retainment was added in 5.4.5.

For added info, the clean job will currently remove a maximum of 100,000 usage records per night.
