Prevent users without 2FA configured from login
Hello,
Is there a way to prevent users from login without MFA ?
Or they can login, but they only have access to their user setings

That isn’t possible and Morpheus 2FA can’t be enabled globally for users. But, to your second point, you could drive adoption by swapping roles to a basic role like dashboard view only, which will alllow users to reach settings and enable 2FA.
There is a also a report in this pack, which shows user 2FA status, to monitor adoption/compliance. It links email address to make contact/follow up simple.
