That's a great question and definitely a nuanced one when it comes to HPE OneView licensing and its integration with vLCM (vSphere Lifecycle Manager).
Short Answer:
No, HPE OneView Standard does not support firmware management, even indirectly through vLCM integration. While vLCM integration is available in the Standard license for inventory and reporting, actual firmware updates or remediation via vLCM require HPE OneView Advanced.

Starting with OneView 8.2, OV4VC 11.2, firmware updates are supported for monitored mode servers, where montiored servers use the Standard license. You will see in that link referenced that OneView itself has FW management with the standard license (but requires iLO Advanced on the server). The FW management here is done via the server hardware resource, given no profile for monitored servers, for Gen10 servers and later. OV4VC built support on top of this in 11.2.
