This cell board appears to be defective:

Not necessarily a cell board issue. The status FAILURE DETECTED is being shown as the cell board cannot locate an IO Chassis to communicate to. Since this is the only cell in the partition, it needs to register as a core cell.
Core cell is INVALID IO cable status: IO IN AND OUT CABLES STATUS UNDEFINED
The issue could lie with the cell board, the IO chassis or the cabling and connections between.
I dont know if you are still dealing with this issue, but by default Cell 0 is attached to IO Chassis 3 in Bay 1 (that is the chassis slot on the right at the rear of cabinet).
The connections are made through large I/O cables going from the backplane down to the IO Chassis backplanes. You can check the seating of the connections on the backplane easy enough. I would also check to be sure the chassis is seated properly to its backplane.
Also note that these connections can be moved, so be sure the cell board has cables going to an IO Bay with Chassis in the right slots.
