HP MSM 760 Access Controller Down, will user able to authenticate

Hi,

Base on my understanding if the MSM760 controller is down and not configured in access-control/tunnel mode, AP will still able to function and forward traffic as long the AP does't lose power.

But how about authentication for new user. Let say the SSID is using WPA2-PSK will the new user able log in?
