MSM430 Signal Fluctuation

I have a number of MSM430 APs operating autonomously, powered from an HP1910 POE switch. Each has 4 SSIDs and 4 VLANs. The problem is that the signal strength fluctuates wildly even when the receiving device is right next to the AP. To the extent that the device is disconnected until the signal rises again. Can anyone suggest why this might be happening?
