MSM710 Subscription Plans

Hello. I have many users on my network connected by WAP's and configured by the MSM710. The users are setup in the Users>User Accounts. There Username is the MAc address of there device and so is the Password. On the Validity, I have selected a subscription plan of 10 Meg Limit, and in the Effective Attributes it now says Bandwidth level LOW and Download LImit 1048576. If I go into the Subscription Plans> 10 Meg Limit, I have Bandwidth level set as Low, and in Traffic quotas I have selected teh Download limit and entered 1048576.

My problem is, this does not disconnect any users and I still see downloads of over 10 Megs, some are up to over 100 Megs.

Any ideas please?

Software Version of the Controller is 5.5.2.0-01-9934.

Hardware Version of the controller is 50-00-1029-00:35
