failover not happening with securepath manager 4.0.c SP2

i did read that the issue between securepath and PSP 7.2 was fixed with securepath manager 4.0.c sp2 ,but ive come across a case wherein even after installing the sp2 version the failover doesent seem to happen, and system management homepage shows the following options greyed out : hp management agents for server,hp management agents for storage and server foundation agents.but all other options like ILO,securepath manager etc are just fine.is there a sequence of updating the PSP and installing the securepath??
