MSA 2040 Drives showing as UNUSABLE even though no FDE is configured

I have 4 additional disks that are detecing UNUSABLE with a FDE error but we are not using FDE in this system. Is there a way I can force initialize the new disks?

It would appear that the drives you added were used in and FDE system previously and are locked.  You should be able to 'repurpose' the drives to unlock/unsecure the drives.  repurposing the drives changes the internal encyrption key on the drive and any information on the drive is irretrievably scrambled.  
Make sure that the data on the drives is not needed in the previous system before proceeding:
You can see the drives are encrypted using the command line interface:
CLI>  show disks fde
Your existing drives should show a generic 0000001 as the encryption key and the newly installed should show a 'real' encyption key.
To repurpose the drives.
CLI> set disk repurpose <disk>
If you see things that don't look right be careful as doing the wrong thing with FDE can immediately, irretrievably delete all your data.

When I try to repurpose them I get the following:

 

Error: The specified disk drive is invalid. (1.21) - Disk 1.21 is not FDE-capable.

 

There is no encryption key listed

Are the existing drives in the system FDE capable?
What did the output of CLI>  show disks fde  show?
There are a couple of details that are not adding up.
If the FDE keys are not set, as shown in your first post,  the system should be in one of three states.
Unsecured -- no Encryption enabled
Secure/Lock Ready  -- drives encrypted but FDE keys cleared
Secured/Locked -- FDE keys cleared and the drives power cycled
The information you have given so for indicates the system is in the first state and should allow FDE or non-FDE drives to be installed.  But you have reported that the system is not allowing non-FDE drives which would indicate that the system is secured....
The worry at this point would be that the system is secured and you do not know the passphrase.  It would be best to make sure that you have a full backup available of your data.

The system has been running normally for years, I have only recently attempted to expand the capacity by adding 4 additional drives. It has never been run with FDE, nor are any of the drives (new or old) FDE capable.

I have exactly the same problem, but not only with msa2040, also with msa1040 that doesn't support FDE feature at all.

My case:
msa2040 and msa1040 both on GL225P002-02 firmware. FDE never enabled. I try to install WD HC550 16tb SAS drives (WUH721816AL4204) and get UNUSABLE. Also I get incorrect disk size 2TB instead of 16TB. This drive works fine in dl360g9 with 440ar controller

The disk you show does not seem to be an HPE or MSA drive.  Vendor: YADRO
I also see that the sector size is showing 4k.  All MSA drives are 512n or 512e,  no 4k.
Lastly the 16TB drive is not supported in the Gen4 MSA, never tested.

i have the same error with the same san model.

i replace three disk with equal model but i have that error. 

Someone have the solution?

(broke san with an hammer is not affordable)

The last issue booiled down to a non-compatible drive being installed in the system.  The solution was to remove that drive and install HPE MSA drives into the system.
Not every drive will work in an MSA or any other system.
You state "disk with equal model"?
What does that mean?  Equal/same to what was removed or equal/same to what was listed as incompatible above in this thread?

i have 8 Dopm3840S5xnNMRI that works and 3 Dopm3840S5xnNMRI that give me that error (this 3 have replaced 3 Dopm3840S5xnNMRI broken)

Can you respond with the following CLI output?
CLI>  set cli-parameters json  pager off       {CLI outputs will be in JSON-ish output and will not have page breaks}
CLI>  show disks  x.x     {x.x is the enclosure.slot of a working drive}
CLI>  show disks  y.y     {y.y is the enclosure.slot of an UNUSABLE drive}
CLI> set cli-parameters console pager on     {Returns CLI to console mode}
Using the JSON (API) output will return all information about the drive.  The DOPM3840....   is a 3PAR drive and is tyically formatted in 4kn and this will cause the system to make the drive UNUSABLE. 
Were the drives that are working installed with the system on a different version of firmware? 
Were the DOPM3840... drives re-formatted in another location?
It is not recommended to use non-qualified drives in the system.

disk 1.3 works -> insert by reseller when i buy the refurbished 6 month ago

disk 1.4 don't work -> send last month for upgrade pool

they have same part number 804170-001, same firmware version, same supplier part number and model number but the firt work's, the second no.
