Scandisk will not complete scan - writing to hard disk
Scandisk tool will not complete the scan because (even with no files operating) "windows or another program writing to this drive".
How can I fix this problem

Hi Bryan,
There are several things you can do make scandisk work, depending on the O/S. The easiest way is to start in safe mode and run it from there. This will allow you to run scandisk but doesn't deal with the issue that something is running in the background when not in safe mode.
I would recommend checking your startup in MSCONFIG.EXE if your O/S has it. Otherwise, you will need to check your registry at HKLM\Software\Microsoft\Windows\CurrentVersion\Run & ..\RunServices as well as HKCU\...
One caution, though: always make sure you have a backup of your registry before making any changes to it.
