I Have a Vectra VL420 with TopTools agents and I can make a remote turn off with TopTools but I can't turn on the machine. How I can do it?

Turning on the machine requires physical access to the power switch. If there isn't any power, then there can't be a process that is running that will "boot" the system.
There might be products you can purchase that can perform the function, but it has to be independent of the server - with it's own power source.
