Telnet issue on ML 380 running windows

Got 2 NIC's on the server. Sometimes, telnet stops completely eventhough the telnet server is operational. At the same time I am able to ping to all the machines...which indicates that it is not NIC problem. After switching over to the other NIC...it does not allow me to use any IP Address.
Kindly suggest some solution!
