port access requirement for monitoring VTR running on ProLiant Gen10

Hi IRS support,

I have this port requirement below for monitoring VTR (Virtual Tape Reportory) for NonStop System..  for those range of ports 1024-66535 it mentioned that hosting Device can limit the range of ports. Do anyone know how?
