could somebody help me what is the different between WLM and PRM.
what PRM can do but WLM cant or WLM can do but PRM cant.

In short:
PRM can manage cpu/users/processes on a group per group basis, using a configuration file you create. Any changes must be made either manually, or by having cron jobs make changes for specific days/times etc.
It has no feedback mechanism.
WLM on the other hand uses PRM, but has a feedback loop that it usesw to continually check to see whether targets have been met, and if not it will make the changes automatically. It can also do automatic changes based on conditions, such as a Serviceguard package starting on the node etc.
This is a simple answer, as stated it is a good idea to read the manuals.
