Can i add new VG in package -- online.
or i have to halt the package and add vg -- offline

You not only have to halt the package you have to halt the cluster and update both.
Look in your /etc/cmcluster files and locate where vg's are being define.
Then review the commands cmgetconf -P -C, cmapplyconf.

The Managing Serviceguard manual contains a table of actions that an administrator may be considering while the cluster and package are up.
http://docs.hp.com/en/B3936-90144/B3936-90144.pdf = page 358 indicates that you cannot add a VG to a running legacy package but you can add one to a running modular package.
What's the difference between a legacy and modular package you ask? The manual explains the difference well.
