You can purchase the ANSI/C compiler from a reseller through this link...

If your just looking to install apache web server on your system, you can download precompiled binaries at the hp-ux porting and archive centre.
http://hpux.cs.utah.edu/hppd/hpux/Networking/WWW/apache2-2.0.35/
