assigning tty port

I wasn't a hundred percent if this is the right session for this question but anyways, heres the problem:

I want to be able to assign a tty port to user's telnet session when he/she logs in... This tty port should be locked in with the user's ip address.

I'm pretty sure this is possible but not coming up with any real solutions to this problem.
