No, AUTH_MAXTRIES is for trusted system mode not non-trusted.

AUTH_MAXTRIES Defines the number of login failures allowed before a user is locked out of the system.

For non-trusted systems, there is no place for a counter so passwords may be retried an unlimited number of times. There is no patch for this. The features available to your 11.00 system are documented in man security. You'll see that virtually all the features require a Trusted system. Supported HP-UX versions (11.11, 11.23, 11.31) have a couple of additional choices such as Shadow Password and Security Extensions for non-Trusted systems.
