I'm not aware the failover works without Service Guard. Are you planning to put MC / SG on the system. If so then the system can failover to another card if the first card goes down.
If you are not configuring SG, then you can configure the two cards seperately and connect them to two different switch in which case though there is no failover, you will still be able to access the system is one network fails.

We use APA in conjunction with Cisco's "Fast EtherChannel" with Cat5k switches. From reading the HP and Cisco docs, it is my impression that the aggregate links from an HP box must go back to the same Catalyst switch. You can go to different cards within a switch, but you've got to remain under control of the same supervisor card (meaning effectively within one switch).
Your mileage may vary in that the majority of my Cisco switching experience is from a previous life as a network admin when the Cat5k's only did layer 2. The hardware and IOS may be better now.

When you are connecting from the Server-Switch you can only go to one switch.
However if you have APA configured on two servers then each server can go to different switch, but each server can only go to one switch.
