Backing store enabled by default on HP-UX 11.23

Backing store enabled by default on HP-UX 11.23

Does anyone know where you can set the option so backing store is enabled by default. The documentation I have been able to find shows options (+bs) when running Xf86 from the command line. However, I want this to be the default.
