Base filesets are not being loaded

When installing patch PHSS_18892 several filesets were excluded because the base filesets were not loaded. After executing the command swlist -l fileset -a state |more, we found that the base filesets were loaded, but some of the filesets were missing-OVPlatformdevkit being one of them.

For example, the following is the output of the swagent.log file that states we are missing the base fileset OVPlatformDevKit.OVMIN-PRG:

NOTE: The fileset "PHSS_18892.OVMIN-PRG,r=1.0" is a "sparse" or "patch" fileset which may only be installed upon a previously installed base fileset. The specification for the required base fileset is "OVPlatformDevKit.OVMIN-PRG,fr=B.06.00.00,v=HP". Since there is no fileset on the target or selected from the source which matches this specification, fileset "PHSS_18892.OVMIN-PRG,r=1.0" will be excluded.

Yet when we look inside the patch file, the OVPlatformdevkit filesets are supposed to be loaded on the system. Why weren't these filesets loaded when they are listed in the patch and have no dependencies?

Through the options menu check the "Reinstall fileset even if same revision exists" and the "Reinstall files even if same one already there".
Then reinstall the patch.
