BBDD oracle on HPUX 11

I've a problem with the characterset, the bbdd work with portuguese characterset but when I run sqlplus (unix version)and vi editor I can't see the portuguese characters correctly.

this is the shell environment:
KSH
nls_lang=PORTUGUESE_PORTUGAL.WE8ISO8859P1
lang=pt_PT.iso885915@euro
