We have a T600 with three DDS-3 tape drives. I believe they are all C1537A drives and I believe that they all have a capacity of 12GB uncompressed. However, when I run the following cstm command, I get varying results.
echo "selall;info;wait;infolog;view;done" | cstm > showme.dat
Here is the first entry.....

The capacity is 12 GB without compression.
The typical compression ratio is 2:1 or 24 GB
For text and databases, compression can go up
to 4:1 or 48 GB
Check you tape.
