Can a Server/nPar have unused BUT populated I/O Paths?

HP Support Claims we should not have unused I.O Paths that are populated with whatever PCI/PCI-X Cards... Having unused IO Paths can pose issues.

And there is supposed to be a public notice on this issue.

Is this true?
