Can't su to root from average user ID.....can su to root from root

Can't su to root from average user ID.....can su to root from root

After searching through this forum I still can't find an answer. No average ID can su to root, however root can su to root. All ID's are valid and pw's are not expired. System is HP-UX 11.0 and is trusted. No pam.conf file exists. /etc/passwd file looks good. Average ID's can't even su to another average ID. Root can su to anyone. The error message is "su: Sorry"

Here's some more info on my problem. This is in the syslog:

set_bad_user: cannot set effective uid before putprpwnam.

I was able to find that it was the permissions on the /usr/bin/su file.
