Cannot print, multiple spool errors

I have just installed a new security fix to my servers that was issued by army.mil to increase security and reduce access to the servers, HP-UX 10.20.
Since the security fix was installed Emulex printing software cannot add to the spool, even after re-installing Emulex. Jetadmin and HPPI can add to the spool, but the printers disable at each print request, sending ERROR code 123 to the users mail. Local printers work for about an hour then an error in the lpd.log says cannot access /dev/c??????_lp.
I found TFTP denied and reset it.

Any suggestions.
