How do I automatically apply the setting: - More colours to applications without having to get every user to manually apply this using Dtstyle?

One of the easiest methods is to create a .Xdefaults file in the user's $HOME directory. Here, you can specify colors based on the Xwindow decorations and even change them based on specific instances. Note that there is no tool to do this from some sort of GUI. You then copy the .Xdefaults file to each user's $HOME.
