CDE Login Solution
A fellow Sys Admin of mine told me a way to get CDE working again after a network change on the server.
*****You need to make sure all your network configuration files are correctly configured first.
Rename your /etc/resolv.conf file so something else:
#mv /etc/resolv.conf /etc/resolv.conf.1
Reboot your workstation
When it comes back up, try to login to CDE.
Make sure you restore your resolv.conf file back to the original location.

I'm not sure of what you're problem is - but fooling around with resolv.conf is going to help you get name resolution of other host names working - not necessarily get CDE up and running. Both items are true enough involved in networking - but are not very related to each other. I think you might be looking in the wrong place for the wrong thing. However, are you wanting to replace resolv.conf because it changed on you? What kind of network change did you do that would require a change to resolv.conf? Moved a card? Sped up a connections? Moved to a different segment?

It has worked twice for me already. When I renamed the workstation the 1st time, I had to do the same thing to get CDE to work.
This time, I got moved to another building, and on another different network. After setting up all the files correctly, I still could not login to CDE. I did the above as suggested, and it worked for this particular issue.
