CDE Problems After Installing 11.0
I find that after doing a clean install of 11.0 root's CDE environment gets reset if the system is booted, or if the desktop system is restarted. All the other users' CDE enviroments on the system are fine after booting or resetting CDE.
I've tried checking any desktop startup fle or script I can find to see where this is being done, but to no avail.
Has anyone seen this prolem?

Please try again by
after customize root CDE ,
click at Style Manager -> start up
make sure that Resume current session was check
then logout and login again

Resume current session is already checked. I have no problem with the customized environment being preserved, as long as the system is not booted.
Once we boot, then root loses all its custom settings and reverts back to the default setting.

The session was save in $HOME/.dt
please check permission

What customisations number and type do you have ? Are these solely of resource type ?
If yes mv $HOME/.dt out the way whilst logged out of CDE, then log back in perform customisations, save current session and make sure you revert back to it via Style managers Startup section .... perhaps some resource or corruption has entered into you home or current session ?
dr_dt may help but I doubt it .... try adding set -x in .dtprofile and comparing $HOME/.dt/startups for a user & root ?

Sometime when I reboot machine while not explicite logout from CDE windows , it come back to default when login to CDE again after reboot.

I have resolved the issue. As best as I can tell the home session is preserved when the system is shutdown, not the current session.
Style Manager->Startup->Set Home Session... sets my current session to home session. If the system shuts down, the environment reverts to the home session after the system comes back up. I can live with that.
