CDE Using Exceed Unable to login as Ordinary User

Hi,
I have confiugre Communication In EXCEED
to access CDE for my server, now when I login
as root It allows me to logon to server
but when I try to login as a ordinary user
to access CDE env for that user
It doenst allows me to do so the screen goes
off after I enter username/password and then
again I am on the login prompt.

Please help me with this problem.
