Solution
Hi,
One way is to create a template and use it to create users further using that template.
In the "Accounts for Users and Groups" window, go to Actions -> User Templates -> Create.
There you can customize whatever you want including "User ID Generation". You can choose "First Available Greater Than Value" and specify 600 there.
Save the template as 'mytemplate'.
Go back and Actions -> User Templates -> Select
Select the template you just created.
Then onwards all the users created under that template selection will follow the rules you set for that template.

You may be disappointed if you fail, but you are doomed if you don't try
