Yes.

We need to change passwords for a group of users(ca.200). Tried scripting,succeeded changing the password for a number of users but not all. HP-UX11.0. No NIS.

I vote for using the perl module Authen-PAM. See the following URL for an start. According to my experience, changing passwords of 1000 user account is just a matter of a few minutes.
