changing the attributes of system fields
Resolution code is grayed out but allows selection of different options. same with category. Is there a way, I can change these fields to be active instead of grayed out for the look? Also, is there a way I can disable the option selection?

Shalom,
Since you are not using common terms that HP-UX admins use from day to day, its impossible at least for me to discern what you are trying to do.
When an option or section is grayed out its because change is not permitted or the user does not have rights.
A little background, perhaps an OS and description using common terms will get you some help.

Unless you are better at describing your actual problem, I strongly suggust that you replace the "winner" in your Forums handle because I don't have a clue as to what you are trying to accomplish. In general, if a button is greyed out, it's because the user doesn't have permission to perform an operation but since I don't have any idea what you are trying to do ---
