Look into

/etc/rc.log

if there is more information.

Compare what file systems are mounted (mount) and the /etc/fstab file.

Maybe it can be helpful to run

# quota -guv

yes, same error in /etc/rc.log.
Comapred already. No problem.

the server did not recognize the command given by you.

hp-sv:/ >quota -guv
quota: illegal option -- g
Usage: quota [ -v ] [ user_name ] ...
hp-sv:/ >
