The OPS Edition of ServiceGuard is required only if using Oracle Parallel Server. If you setup a standard Active/Passive HA cluster where the Oracle instance runs on the primary node and is only started on the secondary node in the event of a fail-over, you do not need the OPS Edition of ServiceGuard. FYI - Implementing Oracle OPS in a clustered environment where multiple Oracle instances are up concurrently and sharing the database volumes non-exclusive greatly increases the complexity and is much more difficult to maintain.
