How to create cluster file system & where
i should add it (/etc/cmcluster...)so that its a part of cluster.

You must create the file system on disks that are visible to all nodes in the cluster. Create the VG and LV's on one nade, then vgexport these, and vgimport to the other nodes.
Then put the vg/lv details in to the package configs, so that the disks get mounted when the package is activated on a particular node.

There is some uncertainty about what you are asking for.
A true cluster file system that can mount on multiple servers at the same time requires the CFS feature set with Serviceguard. Product numbers range from T2775BA to T2777BA an incorporate various features.
If you are talking about a file system that is mobile, and mounted only on one node at a time, then standard Serviceguard will do.
Please let us know which you need, and we can continue to offer answers.
