cluster re-config when removing network interface
I would assume that I do not need to halt the cluster when removing a broken interface card from the cluster configuration ?

Shalom,
No, cmhaltnode should be sufficient to take a node out of the cluster and fail all its packages to other nodes.
Any packages that do not fail over shows deficiencies in cluster design and testing.
Since the new NIC card will probably be detected as the same lan# as the old, reconfiguration will probably be not needed after the work.
