the cmclnodelist file (including all nodes in the cluster) will be still used when you first time run cmquerycl command on a 11.16 cluster, otherwise the command will be not working. Is that correct?

Solution
With 11.16 of Serviceguard, the cmclnodelist is only used at initial cluster creation.
Once this has been done, it is ignored.

Yes....
This is the highlights form TKB..
With A.11.16, if a node is configured in a cluster, Serviceguard checks its
configuration files' access policies for permissions. Once a cluster is
configured, Serviceguard will not look for a cmclnodelist or .rhosts file, as
it does on earlier versions of Serviceguard.
With A.11.16, if a node is not configured in a cluster, Serviceguard will
check for an /etc/cmcluster/cmclnodelist file. Although the file is no
longer automatically created when Serviceguard is installed, you can
deliberately create one to use as a temporary "bootstrap" until the node does
join a cluster. Once the node is configured into a cluster, Serviceguard
will no longer look at the file.

Yes - that is correct - just went through that 2 weeks ago at my site. Once cluster was created - it is okay to remove the cmclnodelist file.
