cmhaltserv and cmrunserv
I trying to restart a service after I halted it by cmhaltserv , which terminates the process but in cmviewcl -v I find the service status "up" .
If I run cmrunserv -R
It give me error .it is already active .

You are having problems because, cmhaltserv and cmrunserv are script-only commands. These commands were never intended to be used at the shell level and MC/SG does not support this feature.
You have to try the package commands ( cmhaltpkg )

These commands are only for use within the package scripts.
