COBOL ANIM32(debugger).. Can it be Installed outside of the Full Dev Suite?

On our test environments, we onlyhave Cobol (Server Exrpress) Runtime licensed.. Our delepopers/apps people are asking for it to be available on these environments... Can it be installed on its own, outside of the full Server Express Development suite? Will t require a license?
