Similar to psradm from solaris,
In hp-ux 11.23, it's possible disable CPU from command line.

The link in the response above is to old threads, not about 11.23.
There are ways to disable CPUs in 11.23, it depends exactly why you are looking to do this; I don't know what 'psradm' does, so can't really commment. Can you give an example of what it is you want to do, and why?
There are virtual partitions, Instant Capacity on Demand, and Process Resource Management (PRM) which give ways to allow flexible allocation of resources, including CPUs.
CPUs may be deallocated automatically if errors are detected, and the STM CPU Expert tool allows for them to be allocated or deallocated, though that's not really a command line operation.

A combination of iCOD commands (as alluded to already) and perhaps intctl should be able to cover what one can do with psradm under Solaris.
