There is a free version of PGP at
ftp://ftp.dk.pgpi.org/pub/pgp/6.5/6.5.8/PGPcmdln_6.5.8.HPUX_FW.tar.gz

or the GNU version that is called GPG.

The only commercial version I know is available from Network Associates (http://www.nai.com).
