The RX6600 is "different" as it has Physical HBAs. Your BL870c utilizes likely a "share" of your Blade Enclosure's (a C7000?) virtual Connect infrastructure -- which is set by the Blade Management software.

I see your RX6600 is only set at half duplex (with auo-neg on) -- if your Network infrastructure is indeed Gigabit capable -- then there is likely a problem with your switch's port settings -- have your network admin set the switch port for your RX6600 to auto, no-neg as well and your RX6600 should communicate at 1000 Full auto.
