Connecting with telnet succedes and FTP fails with same password

I have an HPUX 11.11 server with password complexity set to 2-upper, 2-lower, 2-digit, 2-special-char, and minimum 9 characters. I have some users who can access the system through telnet, but get an invalid password on FTP attempts. I believe that the ftp client is WS-FTP.

Hi Mike,
Do you or your user have an option to test connection via different FTP client for the same ID and password?
Did you or they make sure to put in correct spelling for ID and password (and login path)?
Are login via current FTP client do not work all the time?
Is your user logged out from telnet before going via FTP?
Are there any other login limitations for the user or the group?
